What should someone do when a person has parked a car for weeks in front of their residence on the street and it is taking up two spots at the curb? Can't park behind them because there's only five feet of space... 72 hour tagging doesn't work because they only have to move three inches or more. Probably doing it out of spite, as they are known to be an a-hole to their neighbors.

Parking Enforcement can only do so much. Unfortunately, some people are like that and you can only hope they mellow out and decide to be nice to the neighbors. You can request to have parking enforcement call you and discuss your concerns with them. Contact the PD at the non-emergency number and ask to have a Parking Enforcement Officer call you (935-6400). Hope they can help.

Since these are apartments, have you contacted the manager/owner regarding this? They may have something in the lease agreement that may help. Just a thought.
