I'm with you on better lighting...this is a private street with a public easement on it, so the city does not cover the maintenance on Zephyr or Palasades. There are projects in the works with the property management on lighting improvements - it is a longer term project that is being worked on with the developer.

Can Oakland close this issue now?

I believe there are lights now? These are also privately maintained streets and the condo owners concerned should contact their HOA and property managers if more work needs to be done. It's not an issue the city of Oakland will deal with.
