Every day on my commute on Route 66 there is undoubtedly an HOV violator in front or behind me. The police, when they do enforce, always wait on the ramp to 495. Unfortunately this leaves the entire stretch of 66 open to violators. I’m starting to wonder if it even pays to carpool on 66.
