Description
I see that most people will turn onto north-bound Glenwood Avenue after stopping at a red light. However, I noticed that there is a seemingly un-lit "No Turn on Red" sign posted. I am not sure whether this sign lights up to indicate when a right turn on red is not allowed. I simply want to know the circumstances in which a turn on red onto Glenwood is allowed. Thanks.

Motorists are allowed to make a safely-executed right-turn on red at any time when the "No Turn on Red" sign is not illuminated. Generally that sign will be illuminated when a pedestrian activates the crossing signal at this intersection. When illuminated it is illegal to make a right turn on red. Of course, when this direction has a green light the Glenwood Avenue traffic must stop and motorists on this ramp have the right-of-way.
Just wanted to make sure you got the "official" answer. The person commenting below was correct.
