No, it has not been fixed. Problems at this address and others go on unabated. We need: 1. Council to enact an ordinance requiring that landlords owning properties in Philadelphia provide a registered address at which they can be contacted and that such information be freely available to the public, that landlords who reside outside of the Philadelphia have registered agents within the City; 2. Special treatment for landlords who rent to college students including specific lease provisions and special licensing. 3. A quicker, more effective way to haul both the offending students and the landlords into court with penalties sufficient to make good behavior the easier choice; 4. education of landlords and students as to their responsibilities. College students' brains are not yet fully adult. They need extra help and incentives. 5. Strengthen the Educational Housing Ordinance to encourage schools whose students are in our communities (whether the schools have a physical presence in the community) to help with these problems by requiring compliance with the Ordinance.
We are working on this with Councilman Jones. We need the support of other affected communities.

This is a chronic problem that will never be completely solved. However, the City could help a lot with proper Code enforcement, both the general Code and the Educational Housing Ordinance. It needs to go after the landlords, frequently out of town or state. The police could help by not just disbursing but also writing up incidents, arresting those carrying open containers of alcohol. The schools could do more.
