Working for the City on Memorial day. He must be getting double time and quarter. So many City employees working there were no trucks left. Hope took the Home Despot cart back to where it belongs.

Someone is paying him to dump for them. PWD send out code enforcement to deal with the hipster spray vandal display behind the fence.

If you can get his picture next time. It often helps to deter them... but I do understand if you didn't feel safe enough to get a shot of him. Be safe first...

Unfortunately I did not have my phone with me or I would have taken his picture. He was not a scary guy.
