The City is not responsible for graffiti on private property. It would be the responsibility of the property owner to resolve the issue.
However if the graffiti contains profanity or is obscene, and is within public view, the city will review and take steps to have the graffiti removed.

Correct, except that the City sends a letter to the owners informed them of their responsibility to clean.

My understanding is that the City is supposed to send a letter to the property owner to clean, so I am reopening this for that to happen please.
