The BEST way to get the quads is to find out where they are coming from - where they are kept or stored. When you see them parked, or stored, call your district manager's cell phone. Police will respond quickly.
In tow days I watched as the ATV and a Dirt bike on its back wheel riding right past a police car on the corner of Whalley and the Boulevard. The police have the hands tied.
The dirt bikes "stage" on 79-81 Hubinger ST. They've been running out of there for two years. I've reported many times. The city knows that 79-81 Hubinger is a center of attention.
If you know where dirt bikes, quads and ATVs are garaged, report it to the New Haven Police Criminal Intel Unit. The officer in charge is:
