It appears from the photo that the address is 1 Chapin Circle.

It’s no house #, I was told by the Engineering Dept that the trees belong to the town.

The leaves haven't grown back yet on the trees so they aren't necessary dead. They don't look dead...but there are a couple of downed branches. This town cuts down too many trees as it is.
