A burglar, dressed in a black or red hoodie is going around Chambersburg and going on the roof of the houses. He usually comes around when its dark, between 6:30 pm and 10:30 pm. While on the rooftop he tries to pry open the windows on the lower portion of the roof to get inside houses. Sometimes he rides a bicycle and he is very fast, agile and loves to sneak around in the dark. He was spotted on Roebling Avenue, Emory Avenue, Cove Street and Cummings Avenue. He is 5 feet 7 inches tall, Hispanic, light-skinned, wearing a black or red hoodie, blue jeans, white skeakers and is clean shaven with a thin mustache. He is based somewhere on Emory Avenue and Hudson and is very smart. He wears black gloves and sometimes he has a cigarette. He is a loner and is not seen during the day. Please keep an eye out for him.

at first thought...well how to catch or stop this person who is, let's say, "liberating" items from other people's homes...is there a root or deeper reason why the un-desireable action is (and continues) happening...
it's the most exciting thing for this individual to do, because perhaps he has no other activities that have been offered as an alternative... one possibility.
he individual needs support from the sales of the items being taken to further his life at the moment because no other opportunities seem to be available in the young person's life...
friends and family are not there to love the individual right now and he is in need of some community love and a smile from the next, deeper, human bonding opportunity.
not forgiving the actions...just looking for an alternative approach to apprehension and guilt-tripping (literally...by the Court mandate)...
do we like the word "guilt"...just brings up a kinda unnerving feeling...and some what a religious undertone as well...not exactly sure why, but it does, doesn't it??
and as a side note..."they" might have been trying to catch the person tonight with a helicopter and spotlight; heard and saw it here in the berg tonight...anyone confirm this?
P.S. personal vehicle was broken into last week in an attempted burglary...luckily nothing "valuable" in there
