Observation Made from Valley Estates Drive looking West toward the Lynnwood Shopping Center.
It seems that the Dumping Santa has struck again. Santa just moved up the back alley way behind Aldi's about twenty feet to where one of the open curb egress that drain the alley is located. There appears to be about five 55 gallon black trash bags and some other debris (large mechanical fixtures of some unknown type) scattered from the top of the egress to the gully that drains into Valley Estates Dr stormwater drainage system.

Yes, it should be the responsibility of the owner. Be advised that the Lynnwood Properties (management company associated with this retail space) has responded satisfactorily when approached via the See/Click/Fix (see prior incident Illegal Spills / Water Pollution (15908792)).
The it City of Raleigh has responded benevolently when "health and welfare checks" were request on two prior squatter incidents. Both were funneled through the See/Click/Fix process.
In a similar approach the various issues with stormwater drainage issues resulting from the faulty original mitigation plan have not yet been satisfactorily addressed by the owners or the City. But we have an excellent trail of documentation (established via See/Click/Fix issues) available when the opportunity presents itself to properly address the issue.
Using the See/Click/Fix process Google Fiber finally addressed a long standing issue for non-customers that Google and its fiber cable contractors caused and aggravated. Documentation and a timeline established via the See/Click/Fix process works <>.
