Various vehicles making it difficult to walk on sidewalk, given how much of the sidewalk is being occupied by the cars. If people are required to cleared 42" of snow from sidewalks, shouldn't the standard sidewalk minimum width be 42" where possible?

Agreed. This business parks cars on the sidewalk and also double-parks on the street, making passage by foot or bike very dangerous. The corner location only increases the danger. If the city is serious about making Somerville a highly walkable, bikeable city, then this might be a place to start.
Certain businesses (Russell's trash company is another) seem to operate beyond the law when it comes to blocking the sidewalk. Where do they get this immunity? Does Somerville value business over the safety of its own citizens and visitors?
