No, someone didn't proof this particular sign. There were at least 5-6 other signs of the same size and type that had the correct information. I bet you the QR code would have taken you to the correct website and they spent more time getting the QR code information correct then getting the URL correct.
I used to do software quality assurance for a Iiving and have been trained to find typos in web pages and such. If this was a webpage, someone would have clicked on it and would have gotten an error.
