Starting Point: South 12th and Ellsworth to South 12th and Latona. There is trash all over the place, leaves blocking drains. It doesn't seem like the people living here care much about their block and community. Where is the SWEEP Team to enforce this? http://www.philadelphiastreets.com/sweep.aspx

Yes, its an eyesore but unfortunately its also a wind tunnel of sorts.It is ALWAYS ( years) trash strewn due to how the trash from other streets blow in. Granted, I 'll give you that there are some folks with a completely different mindset that create part of the problem. But if you have a spare couple/4 hours- do a clean up. then park yourself on a front step with a book, notice who goes by and what they do. then notice how the trash just mysteriously appears out of nowhere.
Our block decided to purchase and maintain trash cans at the intersections- this helps as they are full every trash day.. Perhaps you could do the same with residents of these blocks. (However I think there are a number of apts in this block which is a big part of the problem- " it's the landlords problem not mine'. )
Still, if there is something that can be done definitely - by all means- please do it!
