Trash can is always knocked over and uncovered and trash spreads through neighborhood. Several neighbors have discussed it with tenants with no change.

Back yard is full of old trash. All of the trash does not get put out on trash day. Sodas and pint of soup have been on driveway for 3 weeks. Trash can lid are in front shrubs.
