about 2 yrs ago a snow plowers broke illegal drainage pipe, myself and my neighbors have made numerous phone calls to Water Dept and Highway Dept. I was told by a Highway Dept rep who came to inspect it at least a yr, that he doesn't want to touch 2ry, "if he touches it , he owns it". problem gets worse , affects my driveway, water drains yr long , unless snow covers it as it happened last winter, during summer green staff grows on it, and there is young kids in our neighborhood,
