There are a variety of transients coming in and out of here.
There are fires , drinking , and the high school kids are routinely hassled or panhandled.
Please address this issue.

Propane , campfires , etc are an imminent threat to public safety.
The fire months ago at 35th Ave offramp was major.
Possibly the Fire department needs to be called as CalTrans is often asleep at the wheel.

Did the person or persons sheltering at this location under the freeway perhaps decide to move in due to getting tired of having their tent encampments reported too frequently at other locations?
Homeless folks need somewhere to sleep, and preferably somewhere out of the elements.

This is not a truly defined homeless emcampment.
It is where propane tanks , stolen property and garbage are kept.
The exact same scenario that caused the massive fire at the off ramp at 35th and Macarthur.
CALTRANS knows all about it and will be held liable.

They know that they cannot walk or cross on the other side of the street.
All of the brush and debris needs to be cleared going back to 13th Avenue.
This is not about homelessness, this is about crime and depravity.

Panhandling doesn't sound like "crime and depravity", but if it's "aggressive", it can cross a line. How would you define "aggressive panhandling"? What specific individuals were observed doing this, by whom, to whom?
Important to document any real issues, and not just start baseless rumors about people. This location may be NEAR a high school, but that doesn't mean it's good to handle it as if we're all IN high school (saying mean things about the poor/unpopular kids).

Kids should not have to walk in groups, due to the dope fiends.
Thy freeway underpass is within 500 yards of the school boundary, so Child Protective Services and the School District need to be involved.
CALTRANS takes their sweet time and lets these situations into public hazards.

Kids typically walk in groups regardless, that's just normal high school social behavior.
Those kids walking by themselves probably have more to fear and feel anxious about from the bad or thoughtless behavior of their more popular peers, than they do from random people experiencing homelessness.
The "gauntlet" of walking past a homeless encampment likely causes them far less stress and consternation, if we're being honest, than the "gauntlet" of walking down the hall past the other kids and their lockers.

I want to add that I agree. This is a huge risk. If there is a fire under there or an explosion. Which is not out of the realm of possibility when it comes to encampments. This could cause a major incident to the overpass.
I left a message with caltrans. I wonder if OPD needs to get involved. I’m concerned that this administrative delay and passing the buck will result in a major safety incident.

Stealing mail and breaking into cars is one thing , but stealing tools is a whole different ballgame.

If someone steals your property, you definitely have a right to take proportionate measures to get it back, and in a more functional society with fewer laws, police would make helping solve this kind of real crime more of a priority. Do you work at Oil Changers? What tools have been stolen? Is there evidence tying the theft to someone living under the freeway?
The original complaint about an unhinged door and someone living there didn't mention theft. I'm concerned about complaints about theft, safety, etc., being used to mask what is in the case of some people is just bigotry toward the homeless and wanting to force them out of an area.
If there's theft going on, that issue should be addressed, not used as part of a classist agenda against the poor.

This is a public safety issue and crime abatement.
Also, destruction of State property.
OUSD has been notified about the students walking in fear.
OHS students walking up Park Blvd. and Edna Brewer students walking down Park Blvd.

Definitely sounds like multiple issues that should be handled independently, and probably not here as a "fix it" type issue. If students are being threatened, or a business is having tools stolen, or some state agency's property is being destroyed, these are things to report to the police if the victims feel that the problems rise to that level.
If there is some real fire safety risk posed by people sheltering under the freeway (significantly above and beyond the normal risks associated with people living anywhere), that would appear to be a fire department issue.
Vague, unsubstantiated complaints about fear and safety, by contrast, tend to fuel bigotry against homeless people or other marginalized folks who serve as convenient scapegoats and bogeymen.
