This person is right. I wonder if maybe someone should look inside and see if there is ID or something as the water is right there. The first time I saw it, it was very late at night and low tide.

These items belong to a man who has been sleeping on the boardwalk for about a month now. He has his blankets etc.. in the suitcases. This morning he was there around 10:00 am. He does wander off and leaves his stuff unattended for most of the day.
