  I’ve been reporting this situation for years. This used to be the prime photo op spot on Lake Merritt for weddings and birthday parties. Sad that the mental health problems of one man can’t be addressed, so a city amenity used by thousands and maintained with tax dollars is completely degraded. Such a dysfunctional city.
