That location is on an access route to a polling place. In addition to violating the Americans with Disabilities Act, that "substantial limitation" on the ability of voters who have disabilities to access that polling place also violates the Voting Rights Act, which violates CT State Law.
A complainant does not need to be "harmed" by a violation of the Voting Rights Act in order to file a complaint with the Sec. of State.
