Once again these people will never ever learn about trash and recycling unless they are find every time they do what they do. It is all over the sidewalk and it is just disgusting. Mattresses they don't pay for, they use their recycling bins for trash. I follow the rules but they just keep on doing it because they are not punished for it and they will keep doing until something is done.
