Description

Water utilities were serviced neighborhood wide about a week and a half ago. Ever since the toilet does not drain completely when flushed. I have used a plunger, drano and a snake. There is no blockage in my pipes as the water goes down eventually. However when flushed again it does not pull down even one square of toilet paper. It fills up almost to the top then slowly drains water down again.
