Our Inland Wetlands Agent visited the site last week and found that the water draining into the road seems to be groundwater coming out of the hill at 25 Bayberry Circle. He did not observe any kind of drainage from the home itself that may be associated with a sump pump. The ground water comes down the driveway ar 25 bayberry and properly follows the gutter line along the curb to the nearest catch basin at the end of the road. At this time there is nothing we can do to change the ground water hydrology or the way the road drainage is constructed. As stated, this has been a natural occurrence for 41 years.If you have any further questions, please call the Inland Wetlands Agent at 860-285-1987.

This issue is due to a long-standing flow of natural groundwater and is contained to the gutter line of the street, where it is flowing to the nearest catch basin. Despite icing in the gutter line, there is no Inland Wetlands jurisdiction here.

Could the Town of Windsor possibly install a catch basin at the end of Bayberry Circle?

Unfortunately the topography of Bayberry Circle would not allow a single catch basin to be added to drain to the rear of an adjacent property. The storm sewer system ends at the catch basin at the bottom of the street and to add a catch basin at the top of the street would require excavating the entire length of the street to add a storm sewer pipe, which is disruptive and cost prohibitive.
