After receiving a response back from NCDOT and physically visiting the site myself, it has been determined by both that this pothole is actually on private property, in the entrance of a privately owned shopping center and this issue is the responsibility of the property owner to fix.
However, thanks for letting us know and let us know of any other issues that may need attention.
