Shouldn't the residents control the growth from their own yards to keep the alley clean? This should not be the city's responsibility. All the growth is on and from private property. The city will maintain the gravel bed to drive on as needed.

Residents aren’t responsible. It’s a city owned right of way. City will trim and cut trees back as well as fill in gravel. There was an article about Five Points alleyways on AL.com a few years back pertaining to this.
