If the blue bin is full of "trash" it won't be picked up. It happened to me when the recycling bins were first issued. The blue bin is exclusively for recycling. The smaller brown bin is for trash. If the guys on the truck flip the lid and see trash they're leaving the bin. It's the responsibility of the resident to separate the items properly
