Looks like a home on State has their sump pump drain directly into the northbound lane of State. Notice it get's worse after a heavy rain. And you can also spot the home it's coming from. It discharges from the curb right in front of the home.

Yep. Then it freezes, then more water comes out, and that gets tracked and freezes. It turns into a driving hazard in cold weather. If it is a sump, I wonder if the owner can change where it drains. It might be better to just go talk to them kindly, and ask if they could move it. Anyone in?
