Stolen shopping carts, violating muni-codes 9.08.160 sitting or lying on streets or sidewalks. 9.08.170 Obstructing pedestrians to start. Oakland start citing these people and give them lot of community service. They tire quickly just cleaning up there own waste. Garbage dump and Homeless encampment there is no difference.
