Epic intermittent FAIL! 10-Feb 8:24, 8:43, 3:12, 3:34 all non-functional. 11-Feb 8:23 and 8:44 non-functional. Don't send some joker out like you did last winter who observes a couple successful cycles and mails it in. Observe from 8:00 - 9:00 and 2:45 - 3:45 before declaring partial success. Also, this time FIX THE UNDERLYING ROOT CAUSE PERMANENTLY. This is the 4th time in 18 months that signal's been screwy. Fix it for good this time.
