It cannot be seen clearly in the photo, but the water is not draining in a heavy rain, it is 4 inches above the grate. A large area of the street is flooded. There is likely a clogged pipe since it is 2 sewers that are about 50 feet apart.

This is only an issue in a heavy rain.
