I live nearby and I can understand the complaint about the trash bins which completely block use of the sidewalk there but a single car parked in the driveway which, from the picture, appears to only partially encroach the right of way? Sidestep it. Most of this area doesn't even HAVE sidewalks so the safety argument is bogus. Far more annoying and dangerous is the number of cars parked along both sides of the street. While I wouldn't mind some parking enforcement in the area, no homeowner wants to constantly worry that they or a visitor parked in their driveway may be ticketed by some overzealous parking attendant.
It's not a huge deal yet, but when the houses next to those are finished that'll be a lot more of the block with sidewalk making it more walkable. It's easy to side step when it's just you, but when you're pushing a stroller and walking a dog the only option is to walk in the street. Most of the time I walk by is in the evenings and it's a lot worse. To me this screams no respect for others.
Fair points - especially on the respect issue. My home has the same setup (sidewalk cuts through driveway) and I would never contemplate intentionally blocking it with my trash cans. I also try to minimize the time my vehicle encroaches the right-of-way if working in the garage, cleaning the car, etc. Occasionally visitors will block the sidewalk but I would think 3-4 cars in the driveway is preferred to those vehicles adding to the congestion on the already narrow streets - some may disagree. I would certainly take issue if it were a chronic issue (which this appears to be). Again, a parking attendant will not distinguish between a chronic offender and a one-time offense and my only real concern is the unintended consequence of making parking more difficult for residents and visitors.
At the end of the day, you are legally in the right. Best of luck.
