It appears this household does yard work such as trim bushes that run adjacent to Merrimack Street and do NOT pick up the hedges that have been cut. People can NOT walk on the side walk due to all the brushings being clipped and left behind and they are also blowing into Merrimack Street. If you're going to trim hedges, pick up the clippings.
