It looks like the traffic sign just behind the yellow one has graffiti on it also.

Graffiti vandalism is an indicator of organized violent street gang activity in an area. These markings are how they advertise their products and designate their business sectors (turf ).
These criminals are involved in narcotics trafficking and human trafficking. We desperately need more law enforcement presence to keep us safe.
