In my opinion, your landlord has not been provided enough time to complete the repair for such a minor issue and request. Maybe you should try to politely communicate your concerns about the paint issue, instead of being completely irrational and consider to not pay your rent over something so petty- or maybe consider painting the spot yourself and asking for a small rent reduction.. Additionally, you are wasting a code inspectors time if you really expect them to come out and inspect something so minor when there are way more important issues to inspect where people cannot actually live in their apartments because of more serious life threatening safety issues.
