This is one of the most ridiculous things I’ve seen.
What moron would advise to half bury a fire hydrant and whatever work was done to do this, we’re permits even obtained? Because if a city inspection was done after whatever job it was to produce this result, was obviously not inspected by the city. Unless there is something wrong with the inspector too.
What's going on, JC? Don't you care that people can burn to death because of your failure to follow up? It's been seventeen days since this fire hydrant was reported buried yet nothing has been done except one department after the next sloughing the problem off. Do something to fix this!
I often wonder how a fire truck /hose etc could reach a burning building with a wall of Amazon mailboxes blocking access from the Pavonia Avenue (north) side of the property.

Engine 15 was sent to investigate. According to one of the Captains who inspected the hydrant, the hydrant in question is on the cul de sac on Van Wagenen between Sip and Pavonia. That hydrant has been like that for a very long time and it is NOT operational. The stem has been removed (most likely by the United Water/Suez/Veolia or the MUA), and an "out of service" sign sits on the steamer cap. It sits in a courtyard and is not easily accessible from the street where our apparatus would be located, so even if the hydrant were active, our apparatus would likely connect to either the hydrant 83 Van Wagenen or the hydrant in front of 882 Pavonia in the event of a fire near that courtyard. Both hydrants were tested and are operational.
