Description

@ 4:56 am we woke to a dumpster being dropped off see attached photo. No permits visible. Blocking alley entrance/exit and emerg vehicle access to homes in 1st St Tunnel construction zone. Called 911 and tweeted dcdot and dcdpw. No response.
