That sounds perfectly understandable, but until the developer builds the roads, I suggest turning the traffic lights off, or running them as flashing Amber and red.
The signals are under a two year warranty. In order to make sure we get the most out of this warranty period and ensure their are no issues in the future these lights have been put into full operation. At the end of the warranty period we could consider this dependant on what development has occurred.
