Black/Tan Chihuahua Mix, outside back door, no collar/no leash and is crying more than 15 minutes outside in the middle of the night at around 11pm-1am. The dog is belching and absolutely crying for dear life and owners refuse to bring it inside. This has been happening for a whole week.
