I live in the neighborhood and drove by here this morning, a chevy avalanche was parked on the lawn and that drain pipe had created a bunch of ice across the sidewalk and into the street. this all looks trashy and is unsafe

Upon inspection, it was determined that the home owner will maintain the sidewalk, keeping it clear of snow and ice for the duration of winter. In the spring, the homeowner will be connecting the sump discharge to the catch basin, eliminating the need for the discharge pipe in the yard.
