this is not a code enforcement issue. This should be sent to the Oakland city prosecutors office for follow up with building owner. A call should be made to Sana cruz police to get this guys info.

Have you contacted the Neighborhood Law Corps yet? They work for the City Attorney and can go after these vandals.
