Description

While walking my dog in Morningside Park, I witnessed a man digging a hole. He said he was burying a small dog. I told him that he either needed to contact 311, animal humane or something because this is a public park not a cemetery. Fell on deaf ears. It is buried by the north fence by the pedestrian gate. I don't know what can be done at this point.
