I don't think it's any specific bar, shop or restaurant, but I can assume which one you're speaking of.
Unless you have a permit or visitor permit, you shouldn't be parking on Bishop street. It's for residents, and spots are being taken up by non-permit cars in the evenings.
Day time/business hours is not a problem.
