I don't understand why this issue was closed? Nothing was even done to fix the problem. I am about 5ft 9in tall and this overgrown tree with it's weeping branches is still hitting me in the face. Shouldnt there at least be a 6ft height clearance?

You have asked the homeowners to trim it, haven't you? Did they refuse? I'm pretty sure it's their responsiblilty. I looked at the tree and it doesn't look like a tough job. Maybe they will let you do it for them if they are not able.

The City sent the property owner a letter to trim back their tree. They have 30 days to comply.
