I have actually left large notes on my can periodically requesting the trash collectors dump the can entirely to get to the stray trash pedestrians have left in my can. They are always accommodating, but seems like the kind of thing you shouldn't have to ask for!

The cans are way too small and while our trash is always tied neatly and in hefty construction bags, in order to get 2 bags worth of trash in the can they have to be wedged in and don't pop out easily. Still the weight of the not-emptied can ought to be a dead give away.
