Deskripsyon

Some kind of utility cap has been pulled up out of the sidewalk on the southeast corner of Duncan Avenue and South Hickory Street, exposing wires or cables of some sort. I don't know what this is, but am attaching photos. Should I push it back down into the sidewalk? It seems like a danger (or an attractive nuisance, at least) in its current state.
