Looks like this should be sent to Lowell's eGov website. The city of Lowell will stop responding to SeeClickFix requests after the first of the year.

This has been an ongoing issue for years. We have called the city countless times, we have sent the landlord a letter politely explaining the situation and he has refused to acknowledge any problem this ILLEGAL dumping of snow causes. Please finally help us solve this problem. Fines need to be enforced.
