There is a spray product made for painting green shrubs that is safe for bushes. It is called Renew and should work for this application. It is important to have a solution for this because if Taggers know the city cant or wont do anything, then bushes and trees around the city will be ruined. Get this issue escalated as needed. Thank you - and it turns out these 30 bushes were marked by a landscaper - not Graffiti. I had contacted the apartment complex twice and they never got back to me. to let me know this.
