Help!Location:9-Plex at 984 34th street Oakland, CA 94608

Tenants complaining to property owner that garbage cans were stolen, property owner not doing anything. Garbage is overflowing and causing rats problems. Additionally, Tenants been complaining about rats or rodents problems to property owner; nothing been done. Today is Tuesday and garbage pick up is on Friday and already garbage is overflowing in the few garbage containers here. Help!
