This is not about missed trash. It is about someone who cannot comprehend the new system. Someone needs to explain it to them and I don’t speak Spanish. Also, if you just empty the old barrel without explaining the new system then they will just fill it again and leave it in the sidewalk, again.

There was plenty of literature in both languages that were mailed out and also delivered with the carts. If they don't follow the program, they will eventually be cited. This barrel should have been collected as Harvey was asked to give to collect all trash for the 1st 2 or 3 weeks. after this week if it happens again, they will be cited.
