it appears that the property is be rehabbed and they probably are having gas lines or something repaired/installed. if it stays like that for more than a month, report it to the Streets Dept. at www.phila.gov
I reported ditches on Annin Street and I don't know if they came out as a result of that or not but they are now all repaired and it happened within a week of my report, may just be a happy coincidence.
